Following the Football Association's proposals to limit the number of foreign players at English clubs, Arsenal manager Arsène Wenger claims that clubs can avoid such rules. Many players have dual nationality and will be able to apply for EU passports. "For instance, Silvinho, although he was born in Brazil, has a Portuguese passport and Nelson Vivas will soon get a Spanish one," Wenger says to Soccernet. "It is possible that Croatia will be a [European Union] member in the near future. That would make Davor Suker an EU player," he continues. The French manager can easily identify the root of the foreigner 'problem' in English football. "England does not produce enough players and the ones that are quality are too expensive," he claims. "The answer is in well-organised youth academies and they are now being set up around the country. But you have to be patient."
