| Only EU transfers to change |

A senior European commissioner has apparently said that whatever changes occur to the football transfer system in Europe,
domestic transfers would not be affected. Speaking to the
Telegraph, Viviane Reding said that "We do not touch by any means the national transfer system, this is not at all under scrutiny." This is a question of national law and will
have to be sorted out between the British government and the British leagues. It is a
question of British law being applied to transfers between British clubs. So none of the
discussion under way is going to touch this."
In fact, it's only transfers between clubs in different EU countries which will be affected, so deals for eg South American and young Asian and African players won't change.
How this will affect things is anyone's guess, but it seems to me that some sort of differential between those kinds of transfers and the rest must occur. Maybe an incentive for players to move countries more often? Or will the clubs collude somehow to get around it?
It would certainly appear to be good news for small British clubs, who will still be able to charge a good fee to their bigger neighbours for their young prospects.
The European commission want the new system agreed by the end of the year.
